Healthcare Operations Executive | Strategic Innovator | Advocate for Patient-Centered Excellence
Ashley Horner is a highly accomplished healthcare executive with over 20 years of experience spanning clinical practice, operational leadership, and systems transformation. Currently serving as Director of Transition of Care at John Muir Health, Ashley leads key service lines—including Hospitalist and Urgent Care practices—where she oversees strategic initiatives to improve care delivery, strengthen continuity, and drive measurable performance outcomes.
Beginning her healthcare journey in 2004, Ashley has advanced from frontline nursing and administrative roles to regional leadership, consistently improving access, quality, and financial sustainability. Her accomplishments include launching innovative services like UC Infusion, expanding urgent care access, improving patient throughput, and leading cross-functional initiatives that improve performance and reduce inefficiencies.
Ashley holds a Master of Health Administration, a nursing license, and a BA in Psychology with a minor in Ethnic Studies. She actively participates in interdisciplinary task forces focused on violence prevention, interpreter services, and improving patient throughput across the John Muir Health system.
Recognized for her compassionate leadership and strategic vision, Ashley is the recipient of the 2025 Compassionate Nursing Leader Award and back-to-back Magnet Interprofessional Team Awards. She is a compelling speaker on topics such as healthcare innovation, cultural competency, workforce resilience, and leading through change.
Rebecca Rozen
Regional Vice President Hospital Council - Northern & Central California
Rebecca has served as Regional Vice President for the Hospital Council since July, 2000. In her role she advocates for hospitals at the county and regional level and brings hospitals together to address health and quality of life challenges within our communities.
During her tenure with the Hospital Council, Rebecca secured hospital support for Alameda County’s Measure A and the Contra Costa CARES program. She convened hospitals, Contra Costa County and health providers to address the closure of Doctors Medical Center and has played a prominent role in addressing numerous other community health issues, including respite care for homeless patients and access to mental health services for patients in crisis.
Rebecca has also assumed a leadership role on health workforce issues. For ten years she led the Healthcare Laboratory Workforce Initiative, a statewide initiative to find innovative solutions to the laboratory workforce shortage. She has also been instrumental at the local level in developing partnerships to address hospitals’ need for nurses, pharmacists and other professionals in short supply.
Before joining the Hospital Council, Rebecca worked for five years as a Community and Government Relations Representative for Kaiser Permanente and seven years as the Legislative Assistant on health policy issues for U.S. Senator/ Representative Barbara Boxer.
Rebecca earned her M.Sc. in European Studies from The London School of Economics and Political Science in 1987 and her B.A. in International Relations from the University of California, Davis in 1986.
